For example, there are pages about single tools (e.g. Oura Ring), and pages about that group/compare several tools that fulfill a similar purpose (e.g. "Diet Tracking Tools", "Tools and Apps that find relations between variables in time series"). In the last two examples (the lists), the authors of the page sorted them into the category "tool". So this might be the intuitive thing to do. I'm bringing up this subject because we had talked about the limits of the tool category before -"Diet Tracking tools" could also be seen as a "Topic" that contains links to "Tools", i.e. actual devices.
