This template shows up any time a new page is being created, in *any* namespace... including creation of discussion pages (like this one), user pages, etc. I guess... ideally we'd only provide the prompt when someone is trying to create a page in the "main" namespace.
It looks like [https://en.wikipedia.org/w/index.php?title=MediaWiki:Newarticletext&action=edit Wikipedia's equivalent] for this message has (a lot of!) "logic" that renders a message appropriate to a given namespace. (Although I don't know whether this relies on a mediawiki extension.) - [[User:Madprime|Madprime]] ([[User talk:Madprime|talk]]) 17:40, 2 March 2022 (UTC)
